The context was probably not clear outside of our org, which was Tom had taken a job at Stripe, and we decided to spend his last 3 weeks trying to upstream a bunch of our plugins. In most cases unpacked_jars wouldn't quite cover us, because we don't want usually want those packages unpacked or even on the classpath so much as just cached locally and fingerprinted solely by namespacing.
