e.g. latest commit on https://github.com/pantsbuild/intellij-pants-plugin/commits/master has no CI mark

I was surely the cause of this tightening up the pantsbuild org on Friday and I think I have this fixed up now. I did a new test PR against pantsbuild/pants and CI status was active in the PR UI.
