The packages are available now - but what did you mean by that? I know there was an issue in the past with your pypi permissions that made it look like there was a delay, but in that case there was not in fact a delay - upload was just broken. For the normal case with no perm issues I've only ever observed packages being available immediately after the command line completes.

OK. The files are immediately available at https://pypi.org/project/pantsbuild.pants/1.9.0rc3/#files IIRC, so they must delay in sync to https://pypi.python.org/simple/

that was my impression -- if there were to be a strange rc0-esque situation again, i can find the github issue against pypi where they speak of a mystical http endpoint which refreshes the cache
(where the reported issue was ~exactly what we saw with rc0)
