I was surprised that it landed, my guess was that you needed a release ASAP for internal reasons

our internal release process currently only uses release candidates, not dev releases, with the idea that this then forces us to align our internal releases with upstream releases. we're trying to improve the "iterating on a broken release internally" story so we can avoid imposing our internal concerns on the external release process (and to avoid having to make releases which still require further changes afterward).
