hey, so: for whomever is on release duty today: something "like" https://github.com/pantsbuild/pants/pull/7099 should maybe land before the release. but it's also possible that it only affects folks who have a PEXRC ... if someone can confirm that that is the case (and comment on https://github.com/pantsbuild/pants/issues/7097), then the release is probably fine

So far it seems to be a PEXRC problem as only twitter folks have been able to reproduce. Either way, I think it’s important to fix before the release as you all are an important consumer of Pants. Your PR will be good to go with updated comments!

we override the interpreter constraints (and i'm guessing that most users will do that as well), so i don't think that our pants install would actually be affected
