They’re because we removed a feature of Coverage that a user depended on. We cherry-picked it to every release since making the change Because CI is broken for most stable branches, they’re going to be RCs instead of stable releases. (To address how broken the stable branches have become, we changed the cherry-pick process to require pull requests, rather than pushing to master.)

Me. Credit to Stu for pointing out that those PRs weren’t necessary in the first place. Release notes should be merged against master, not the release branch
