Although we can request a project size limit increase, that does not seem to be in the spirit of things. Presumably we'll continue to crush the limits with weekly dev releases that will only get worse (when we start including Python 3.9 wheels). I feel safe in going back and deleting some old dev release wheels to free up space to complete the 2.4.0.dev0 release but it looks like we'll need to discuss / enact a new system to keep things under control going forward.

Sounds reasonable to delete stale dev releases like 1.16. I agree with not requesting PyPI give us not storage
