N.B.: The reference docs for 2.14 are currently partial. The doc release process is failing part way through updating the reference section (targets / subsystems / goals / ...). I'll be digging back into this tomorrow.

I was able to regenerate the 2.14 docs without error, so it might have been a temporary readme API issue

Hrm. Ok, I retried O(50) times in total using 2 different hosts. I might like to try again today if you're willing to be my backup if it is a pebkac and not API flake.
