We need to do something quickly: I have found more anecdotal reports of this happening in the past two weels. The solution I propose is what we use today for the global pants lock and the pants daemon, and we don't run into issues with it, so I would argue it is a step forward. I looked into replacing them all with the fastener's library, but maintaining the semantics of the existing OwnerPidLockfile isn't a 1:1 mapping to the fasteners library.
