not as far as I can tell -most manage their own env. Only a few rely on the cache implicitly. This patch wasn't to make an empty ini file so much as have those tests opt-in to using the cache. I was making was mostly just because I found debugging this to be frustrating - passing a

--config-override

file started making some tests fail and that seemed not so good.
