So I am poking in jvm_compile and AFAICT the transitive_hash of jar_library targets is not changing when I change a different target in the same BUILD file. But I think maybe I have repro-ed this behavior before. But I filed the bug internally, since we (Foursquare) use a custom jar resolver. Still taking a look at it.
