Before I proceed to commit https://rbcommons.com/s/twitter/r/4025/ I just wanted to ask if there was any appetite to changing the default connect and read timeout for the HTTP/HTTPS Fetcher library we have in pants to 10 seconds. The 1 second limit makes slow downloads over the internet fail frequently.
