Aha, its for good reason.  Now you can also specify archive type in the `jvm_app` target type, and that is presumably where you'd want to seal in the canonical archive type: <https://rbcommons.com/s/twitter/r/3910> ... so specifying ad-hoc on the command line is in fact now advanced and over-riding the BUILD author's intended archive type for that `jvm_app`.
