ok - responding on ticket, looks like short circuits may be needed w/o introducing a PythonInterpreter null object or otherwise doing something arbitrary like selecting the current interpreter for the no target case. I'd be happy with something semi-unsatisfying to unblock if an issue remains to track a better fix here.
