this doesn't currently happen in pants, afaict, which is why it hasn't been an issue -- few subsystem instances are scoped, and those that are are scoped to tasks. trying to make 100% sure of this now, but this caused an error with an R language pipeline i was working on for fun until i made a small change to

subsystem.py

-- i'm not sure that would be the correct fix, though.
