get_support_dir()

overrides from protoc and buildozer_binary (in a new branch off of current master), and tests failed for both. i blasted the cache and build dir for kicks but that didn't resolve it -- do we need to wait for something in s3 to propagate or something, or do i need to update some configuration on my end? the error messages are:
