pants_requirement()

in a random pants plugin i was playing with and didn't really think too far beyond that use case -- i wasn't able to figure out how to use the

config=

argument of

run_pants()

at all so i just added the extra command-line args, but it felt like i was probably missing something more (which it turns out i was). will think a little harder about versions and state in integration tests in the future
