silly q: why isn’t there a pants target that simply runs a binary and collects any files output by the command? is it more complicated than I imagine?

we avoided doing that for a while because we didn't have a great foundation for it. but i think the foundation is in place now. just updated the description on https://github.com/pantsbuild/pants/issues/3734
