Something we discuss internally is that Pants 2 is only a "build system" inasmuch as build steps are what we've chosen as its default tasks. The reality is that it's a powerful generic automation engine with robust extensibility. So you can use it to automate whatever else you want too. We encourage y'all to be creative in how you take advantage of Pants 2's power and flexibility.
