<https://github.com/pantsbuild/pants/issues/19085|#19085 src/python/pants/backend/javascript/package/rules_integration_test.py fails intermittently in CI>
Issue created by <https://github.com/benjyw|benjyw>
E.g., <https://github.com/pantsbuild/pants/actions/runs/5040314797/jobs/9040567788|https://github.com/pantsbuild/pants/actions/runs/5040314797/jobs/9040567788>
The error is:

```
 error <https://registry.yarnpkg.com/caniuse-lite/-/caniuse-lite-1.0.30001485.tgz>: Extracting tar content of undefined failed, the file appears to be corrupt: "EEXIST: file already exists, mkdir '/tmp/pants-sandbox-N5M0ON/._yarn_cache/v6/npm-caniuse-lite-1.0.30001485-026bb7319f1e483391872dc303a973d4f513f619-integrity/node_modules/caniuse-lite/data/features'"
```

So possibly a race condition while writing to yarn cache?
