Is there a way to put pants managed tools into the path of
shell_command

run_shell_command
? For our use case, we need to run a yarn install using specific flags prior to building a production docker container. Which differ from the way tests are run.
shell_command
seems like the natural way to this, but its not clear to me how to put node/yarn on the path without writing a custom rule
