The PEX tool offers options to build PEX files that include full python distributions (or lazily retrieves a python distribution). These are compelling options for building PEX files that are maximally portable. pants is commonly used to build PEX files, and I think we should include a way to easily build scie pex files. pex_binaries

targets: pex_binary( ... scie="eager", # or "lazy", default: None ) There possibly needs to be a few other optional args to make this work. I think the python interpreter determined by pants should be the version of python used.
