*Describe the bug*  
I am trying to use the experimental javascript plugin to do some frontend development with Pantsbuild, but the build fails because Pantsbuild creates an invalid symlink to the in-repo dependency.

*Pants version*  
`2.17.1rc2`

*OS*  
Both.

*Additional info*  
Reproduce with this repository:

Run `pants --keep-sandboxes=on_failure package app/bfb70fcfcf0ef987`. The symlink created to `lib/46f3984c15cda1c6` will be invalid since it has two(?) extra leading `../../`.
