*Describe the bug*  
As described <https://www.pantsbuild.org/2.18/docs/helm#third-party-chart-artifacts|here> it should be possible to use oci registries for helm artifacts. However I can't get it to work as it pants always attempts a helm pull --repo which is an <https://github.com/helm/helm/issues/12471|unsupported flag for OCI repositories>
