*Describe the bug*  
Investigating the sandbox after running `pants lint ::` showed that there is no `pyproject.toml` available which results in `ruff` linter not knowing about config paramerts from the toml file.

Which version of Pants are you using?  
2.17.0

*OS*  
Are you encountering the bug on MacOS, Linux, or both?  
macOS 13.5.1 (22G90)
