*Describe the bug*  
In fixing <https://github.com/pantsbuild/pants/issues/18958|#18958> my Python tests still failed. Turns out the dep inference cache is being consulted and isn't dirty, so the Rust code never fires.

We should probably embed a version in it somehow?
