    I basically want build time caching for everything but my project and I am unsure on runtime caching

    so if your pattern is 
    pex .
    it should use a 
    ResolvableDirectory
    and not cache it

    not sure how to deal with that, because at that point the pex product is completed - so, its just exec’ing as it would in prod

    , I'm not sure if that's the same as

    my project depends on native code, so an empty cache means a very long build time because it has to invoke gcc every time

    A careful reading of the code seems to indicate what you suggest will fix it
