CHANGELOG.rst is automatically updated during the release process

it uses the review title and adds a link to the review

you _can_ add a textual description to CHANGELOG manually, but that's usually reserved for large changes

Ok that makes more sense. I was trying to remember how we managed the CHANGELOG, so I looked at the docs.

I’d appreciate it if the review title had ‘removes zinc -force-clean option’ or something in it in that case, but I think the logging will cover it.

quick question folks: is there an easy way to tell pants to *ignore* a build file

for example in a node_modules directory that is installing a npm package that includes a file like BUILD.md

```$ ./pants help-advanced | egrep -A2 '(spec-excludes)|(exclude-target-regexp)'
--exclude-target-regexp=&lt;regexp&gt; (--exclude-target-regexp=&lt;regexp&gt;) ... (default: [])
    Exclude targets that match these regexes. Useful with ::, to ignore broken
    BUILD files.

--spec-excludes="['str1','str2',...]" (--spec-excludes="['str1','str2',...]") ... (default: ['.git','dist','.idea','.pants.d'])

I think I'd actually want the second, as that is dealing with paths
