I have some time slotted in Q2 for fixing up the known pex resolver bugs

it appears `python_tests` doesn't take `resources` target directly, needs to be wrapped behind `python_library`, not sure if it is <https://github.com/pantsbuild/pants/issues/2901> or a different issue

what's the error? does parsing fail? or are they just not loaded

since benjy converted all targets to that format when he deprecated it

<@U098ZNTCN> what if you put the `resources()` target in the `python_tests` `dependencies=[]`?

looks related to src/python/pants/backend/python/python_chroot.py ... only calls `_dump_library` for binary and library targets

but that means it might also be fixed after <@U051221NF> 's overhaul of the python backend

that's why probably only two failed, yea, they do use pkgutil

we need to test it a bit more before switching to it though probably, so should fix for the existing backend probably.
