Does somebody know if there is a way to let a `contrib` project specify additional requirements for the `build-support/pants_dev_deps.venv` virtualenv when executing?

For example, the `vend` command is going to require the newest release of pip, once that happens. I would like to essentially have a `3rdparty/python/requirements.txt` in the `contrib/vend` directory that has the line `pip&gt;=7.2`. However, when I test this by writing the line `pip==7.1` in my requirements.txt, I always end up using pip 6.1.1, which is Pant’s default version of pip.

I'm getting go binaries setup on bintray fwiw, I'll be working up an rb on a small GoBinary subsystem that knows how to fetch these, extract and run go commands
