`isLastBuildSuccessAndSameTargets` is what pants' `build_invalidator` does

if you were to query the build invalidator for the relevant task, you could answer that question

...but it's not _super_ trivial to just query the `build_invalidator` for a task currently (because you need to know its fingerprint strategy)

...so maybe that is just a TODO with a github ticket about improving the factoring there?

does that sound like what you're trying to do though?

though right now the plugin is doing it in a over simplified where it only hash(set of target addresses), not even take in account the flags

i guess it wouldn’t be too hard to compare the hash of commandLine object.   i’ll mark both TODO.

ok... i think i'm caught up on reviews. does anyone have something i missed?

Does anyone know why <https://github.com/pantsbuild/pants/pull/3044> did not get a travis CI build?  Is there some way I can run one for it?  Or should I just try pushing a new SHA?

Note that Jenkins is mostly good, there are just a few known failures that you have to ignore

<@U06A03HV1>:  for `isLastBuildSuccessAndSameTargets`, is it better for now to stick `lastSuccessfulBuild` into dist/ instead of .pants.d? so there’s no need to parse `pants options` and saves a couple of seconds
